    Beliefs Why? permission/motivation beliefs and rules (values are rules with a passionate commitment)
    Capabilities How? possibilities talents and skills
    Behaviors What? action habits
    Environment Where? constraints home, neighborhood, friends, family, light, sound, climate, etc.
